
Pamela Howard, MCJ
Leader in Forensic Science
Ms. Howard is a veteran of direct human and crisis service provision. As a specialist, she has designed and implemented crisis services for survivors of traumatic events and their families. Ms. Howard has executive management experience in both the public and private sectors and has provided customized services to courts designing domestic violence intervention and crime victim service programs. She has provided training or presentations in the emergency response, protective services and prosecutorial communities regarding the impact of crime on victims and psycho-social aspects of victimization for the Georgia State Patrol, Georgia Bureau of Investigation, Georgia State Board of Pardons and Paroles, Georgia Department of Human Resources, Georgia Emergency Management Agency, Prosecuting Attorney’s Council of Georgia, American Probation and Parole Officers Association and the United States Department of Justice. Ms. Howard championed Crime Victim Compensation and worked with the Governor's Office to establish Crime Victim Compensation in the State of Georgia. She was recognized by Governor Zell Miller for her work and was appointed to his Criminal Justice Coordinating Council in 1994 and was the second advocate in the State of Georgia to receive this honor.

Extending services for mass casualty events, Ms. Howard participated in major response, training or support activities to events of both domestic and international terrorism and natural disasters. She has participated in activities with the United States Department of Defense United States Navy Chaplain Corps (support for navy personnel and dependents during Hurricanes Katrina and Rita), United States Navy Bureau of Medicine Department of Homeland Security and General Dynamics Information Technologies regarding psycho-social aspects of crisis and trauma for all hazards mass casualty events. Ms. Howard has extended services to the United States Navy Chaplain Corps and Security Departments in preparation for and in support of the Blue Angels Flight Demonstration Team’s air shows.

As an international trainer, Ms. Howard has presented topics ranging from forensic programs to mass casualty response to crisis management in counterterrorism. She has co-founded two university-based crisis training programs including the University of West Georgia and Auburn University. She is also the creator of the Forensic Navigator© training series. Ms. Howard has served as a consultant and evaluator for joint military and civilian community safety exercises for Weapons of Mass Destruction. Additionally, she has served as an adjunct instructor for the Georgia two-year public college system instructing undergraduate behavioral science courses. Ms. Howard currently works in the area of neuroforensics and neurotechnologies. She holds an A.S. in Criminal Justice from the University of West Georgia, a B.S.in Sociology from the University of West Georgia, a M.C.J. in Criminal Justice from Boston University, and is currently in the dissertation phase of a doctoral program in Criminal Justice.
